SWAT Operation Arrests Robbery Suspects, Seizes Fentanyl in Bay County - Three Men Still Wanted

PANAMA CITY BEACH, FL - (March 06, 2025) Bay County Sheriff Tommy Ford announced the arrest of three individuals in connection with an armed robbery and false imprisonment. Three others involved in the incident are still at large.
On March 2, 2025, the Bay County Sheriff’s Office responded to the Sandpiper Beacon Beach Resort in reference to the report of a robbery. The victim had come to Panama City Beach for a family celebration when he met a woman identified as Montierra Turner. Unknown to the victim at the time, Turner had previously devised a plan with Kyle Vallery to rob the victim after she met him at a local club and convinced him to provide her with a ride home. The victim agreed and when they got to the location, the victim was approached by Vallery, and two other men later identified as Deaven Gilliam and Kylin Nolan. These three men were armed with handguns and a rifle. The victim was struck in the head with one of the firearms and forced back into his vehicle. 
Vallery, Gilliam, and Nolan then took possession of the victim's vehicle and held him inside the vehicle at gunpoint. The victim was robbed of his money, jewelry, shoes, and a cell phone. The three suspects then took the victim to multiple locations. They also stopped to pick up two other men in the vehicle. They were identified as Ashanti Williams and David Smith Jr. After holding the victim hostage for several hours, he was finally released with his vehicle in an area of town that was unfamiliar to him. 
Arrest warrants were obtained for all parties involved and served with the assistance of BCSO SWAT, CID, US Marshals Task Force, and the Panama City Police Department. On March 6, 2025, Vallery was taken into custody along with Williams. Following a search warrant, Vallery was found to be in possession of two firearms, the victim's stolen shoes, a large amount of cash, 1000 fentanyl pills, and 111.7 grams of marijuana. 
Currently, Gilliam, Nolan, and Smith Jr. are wanted in connection with the robbery and have active arrest warrants. Williams is currently on probation for the charge of Manslaughter and Vallery was released from prison on gun related charges in November 2024. 
The BCSO warns against the public approaching the three suspects that remain at large. They are considered armed and dangerous. In the event they are seen in public, or their location is known, the public is asked to please call 911 or report anonymously to Crimestoppers at 785-TIPS or by using the Bay County Sheriff’s Office app.
