Lynn Haven and Panama City Election Results 2025: Judy Tinder and Robbie Hughes Secure Commission Seats

BAY COUNTY, FL – On May 20, 2025, the Bay County Supervisor of Elections announced the unofficial runoff election results, confirming Judy Tinder as the Lynn Haven Commissioner for Seat 4 with 51.49% of the vote (1,155 votes) against Jeff Snyder’s 48.51% (1,088 votes). Robbie Hughes secured the Panama City Commissioner Ward 1 seat with 51.1% of the vote (849 votes against David Schultz's 48.82% (810 votes). These runoffs followed Municipal Super Tuesday on April 22, where neither candidate achieved a majority.

Judy Tinder, a former Lynn Haven commissioner who resigned in 2023 to run for mayor, reclaimed her seat after a tight April race. Tinder has served since 2017 and focused her campaign on supporting vulnerable residents, particularly seniors struggling with essentials like medication and heating. Her experience positions her to address community challenges with an emphasis on transparency.

Robbie Hughes, a lifelong Panama City resident and small business owner, won Ward 1 after a competitive race against Daniel Schultz and Edward Young.  Hughes, who grew up in the Cove and graduated from Bay High School, campaigned on preserving the city’s charm while addressing growth issues like traffic and housing. As a local with deep community ties, he aims to ensure Panama City remains a great place to live, work, and raise a family, emphasizing balanced development.

Both candidates’ victories reflect a blend of experience and fresh perspectives. Tinder brings seasoned leadership to Lynn Haven, while Hughes offers a rooted, forward-looking approach for Panama City. Their terms begin as both cities navigate post-election priorities.
