City Announces the Closure of the Downtown Marina Fuel Dock

PANAMA CITY, FL — The City of Panama City has announced the closure of the fuel dock at the Downtown Marina, effective after the final shift on Sunday, June 15, 2025. This decision comes after a thorough review of financial data collected since the store’s reopening on March 20, 2025, which revealed consistent operational losses.
Since its reopening, the marina has offered limited services, including fuel and bait sales and basic customer service. The reported deficit does not include several ongoing costs such as employee benefits, fuel for the lift station generator, and insurance for the underground storage tank (UST), which would further increase the financial shortfall. Additional operating costs, such as generator rental fees, septic disposal, fuel testing, and state licensing, have placed further strain on the marina’s budget.
Despite consecutive estimates and ongoing negotiations, the financial data clearly demonstrate that current revenues are insufficient to meet even basic operating expenses. Continuing operations under these conditions would result in further losses. Therefore, upon staff recommendation and with the City Manager’s approval, the Downtown Marina fuel dock will close.
The City remains committed to prioritizing the restoration and revitalization of the Downtown Marina as a vital community asset in the near future. Our focus is on ensuring a safe, accessible, and vibrant waterfront that serves the needs of current residents and future generations in Panama City. The City will continue to evaluate long-term options for the marina and will keep the public informed of any future developments.
The boat ramp at the Downtown Marina will remain open, and fishing at the marina is still welcome and encouraged.
