Recall Deadline Nears - Lynn Haven Residents Push for Mayor’s Recall

LYNN HAVEN, FL — A group of 13 residents, united as the Lynn Haven Recall Committee, is spearheading an effort to recall Mayor Jesse Nelson, citing mismanagement of funds and lack of transparency in city governance. The committee, chaired by James Finch, owner of Phoenix Construction, enters its final week of signature collection.
The recall effort stems from frustrations over the city’s handling of issues, including alleged mismanagement by former City Manager Vickie Gainer, who was fired in July 2025 after a contentious 3-hour special commission meeting. Commissioners Jamie Warrick, Judy Tinder, Sam Peebles, and Pat Perno voted for Gainer’s termination, with Mayor Nelson dissenting. There is currently an investigation ongoing regarding the former City Manager regarding bid rigging allegations.  
Concerns also surround the new City Hall’s occupancy. According to the research done by the recall committee, on October 10, 2024, a temporary certificate of occupancy was verbally issued for its grand opening, but staff occupied the building for four months without formal certification. Additionally, the 2023 elimination of the city clerk position sparked outrage among residents who see it as a lack of accountability.

Police Chief Ricky Ramie’s 25-day unpaid suspension in 2024, following a no-contest plea to leaving the scene of an accident, further fueled discontent. Commissioners alledgely learned of the incident via social media rather than through official channels, highlighting communication failures. Residents also state that commission meetings led by Mayor Nelson lack order, with Roberts Rules ignored, discouraging public participation for some due to fear of retribution.
The committee, backed by Finch—who was acquitted in a prior Lynn Haven corruption case—points to Nelson’s leadership as the root issue. Mayor Nelson's response to the recall has been measured.  He respects the citizens’ right to engage in the democratic process and defends his record, asserting compliance with Florida’s laws.
With the signature deadline looming, the committee urges residents to sign petitions at Roberts Hall (4:00 PM–7:00 PM nightly, 9:00 AM–5:00 PM Saturday), Victoria’s Last Bite (11:00 AM–2:00 PM daily), or Phoenix Construction (8:00 AM–5:00 PM daily). 
The recall effort reflects a broader push for accountability, amplified by the re-election of Commissioners Warrick and Tinder this year, who campaigned on transparency.
