Undercover Operation Results In Sixteen Arrests – Prostitution, Child Exploitation, Possession

PANAMA CITY, FL – The Panama City Police Department recently conducted an undercover operation focused on online prostitution and individuals using internet-based platforms to attempt sexual activity with minors. The operation was carried out with the goal of identifying and arresting those seeking to exploit children online. This effort reflects the department’s continued commitment to protecting children, deterring criminal behavior, and keeping the Panama City community safe.

As a result of the operation, detectives identified and arrested multiple individuals on charges ranging from prostitution-related offenses to serious felony crimes involving the sexual exploitation of minors, and in some cases traveling to engage in sexual acts with minors. Several arrests also included narcotics violations discovered during the investigation.

The following individuals were arrested and charged:

Jalisa C. Williams, age 35 – Soliciting for prostitution

Stephanie Y. Miller, age 22 – Soliciting for prostitution

Kelcey G. Salazar, age 40 – Possession of methamphetamine, possession of marijuana less than 20 grams, possession of drug paraphernalia, and procuring prostitution

Anthony French, age 27 – Soliciting a minor for sexual acts

Milenko Rajkovic, age 36 – Traveling to meet a minor for sex, soliciting a minor for sexual activity, and illegal use of a two-way communication device

Joab Santiz Gomez, age 23 – Soliciting a minor for sexual activity

Aidan Shaffer, age 19 – Possession of child pornography

Benny Johan Lopez Mendoza, age 20 – Traveling to meet a minor for sex, soliciting a minor for sexual activity, and illegal use of a two-way communication device

Amilcar Gomez, age 56 – Procuring prostitution

Ineisha Thomas, age 22 – Prostitution and resisting without violence

Mackenzie Martin, age 34 – Prostitution, possession of synthetic cannabinoids, and possession of drug paraphernalia

Shaianne Chaney, age 28 – Resisting without violence, possession of marijuana less than 20 grams, and possession of drug paraphernalia

Brooke Yarber, age 33 – Prostitution, trafficking methamphetamine, possession of marijuana less than 20 grams, and possession of drug paraphernalia

Michael Morack, age 51 – Possession of methamphetamine, possession of marijuana less than 20 grams, and possession of drug paraphernalia

Monty Glass, age 52 – Traveling to meet a minor for sex, soliciting a minor for sexual activity, and illegal use of a two-way communication device

Zion Zellars, age 26 – Traveling to meet a minor for sex, soliciting a minor for sexual activity, and illegal use of a two-way communication device
