Bay District Schools Announces Dr. Todd Mitchell as Next Leader of Arnold High School

March 27, 2026

Bay District Schools is pleased to announce that Dr. Robert Todd Mitchell has been selected as the new principal of J.R. Arnold High School following the retirement of principal Britt Smith.

Dr. Mitchell brings extensive leadership experience and a strong record of school improvement to the Marlins community. He currently serves as principal of Rutherford High School, where he has led sustained efforts to strengthen academic outcomes, improve graduation performance, and build a culture centered on high expectations and continuous growth.

Throughout his career as a teacher, dean, assistant principal, and principal, Dr. Mitchell has developed a reputation as a steady and focused leader who prioritizes strong instruction, clear expectations, and meaningful relationships with students and staff. During his tenure at Rutherford, the school’s graduation rate increased from 77 percent to a school-record 94.3 percent. Significant gains were also made among key student groups, including English Language Learners, whose graduation rate rose from 45.5 percent to 90.9 percent, and students with disabilities, whose rate improved from 67.6 percent to 96.4 percent.

“Dr. Mitchell has demonstrated an ability to bring people together around a shared vision for student success,” said Superintendent Mark McQueen. “He understands the importance of strong instruction, supportive relationships, and clear expectations, and I’m confident he will continue building on the great work already happening at Arnold High School.”

Dr. Mitchell has worked in education since 2009 and is originally from Montgomery, Alabama. He holds a Ph.D. in Educational Leadership and an Ed.D. in Curriculum and Instruction.

He and his wife, Tricia, a Title I teacher in Bay District Schools, will celebrate 25 years of marriage this March. Together, they have six children, four of whom graduated from Bay District Schools, and they are proud grandparents of three, with two more grandchildren on the way.

Dr. Mitchell said he is excited to join the Arnold High School community and looks forward to working with students, staff, and families to continue moving the school forward.

“Arnold High School has a proud tradition and a strong community behind it,” said Mitchell. “I’m honored to have the opportunity to serve as principal and look forward to working alongside the faculty, students, and families to support every student’s success and help them reach their full potential.”

While he officially begins in the position July 1, Dr. Mitchell will begin transitioning as early as April.
