INTRODUCTION

The Bay County Board of County Commissioners (County) acting by and through the Bay County Tourist Development Council (TDC) seeks bids from qualified Contractors to perform all operations in connection with excavating, transporting, placing, grading, and tilling the beach, and installation of 245,571 native dune vegetation plants, and environmental monitoring (i.e., marine observer) as described in the Specifications. The County will be responsible for turbidity, shorebird, and turtle monitoring. The project will consist of offshore dredging of approximately 920,000 cubic yards (CY) of beach fill with placement of material within one (1) reach along 16,000 linear feet (3.0 miles) of shoreline located between DEP Reference Monuments R-127.5 (Mexico Beach Inlet) and R-144 (Bay/Gulf County line) as indicated on the enclosed Drawing (Appendix B) and specified herein. The material will be excavated and transported (between 2 and 4 miles) via a cutterhead or hopper dredge or both from the offshore borrow area identified as the “Mexico Beach Borrow Area” shown on the enclosed Drawings (Appendix B). The County will not consider the terms of the Contract as being satisfied unless the initial post-construction tilling and escarpment leveling is complete. All work shall occur between November 1, 2024, and April 15, 2025, over a 120 calendar day construction window.

MANDATORY PRE-BID MEETING

A MANDATORY Pre-Bid Meeting will be held at 10:00 a.m. (CDT), on June 27, 2024, in the Purchasing Conference Room, 840 W. 11th Street, Suite 2500, Panama City, FL 32401. A site visit will be held immediately following the mandatory Pre-Bid meeting.

BID DEADLINE/DELIVERY

ELECTRONIC OR SEALED PAPER BIDS for ITB NO: 24-45 Beach Restoration Project CDBG-DR M0177 will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (CDT) on July 19, 2024. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

Bids for this solicitation may be submitted either electronically via the County’s Demandstar Web portal or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.

Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time.
