PCB City Manager given the power to declare a state of emergency for weather and tech attack up to 42 days – Instead of the Council members retaining their power and improving communication, the City Manager was given full power to declare a State of Emergency. These emergency powers can last up to 42 days. “We as a council were elected here to represent our constituents and we are giving up that power to one individual where as we should be making those decisions so I will be voting against this, I do not think that it’s necessary, and I think it will have could have dire consequences,” City Council woman Mary Coburn said.
